UPDATE ON USA PATRIOT ACT / FIRST RESPONDER GRANT FUNDING REFORM





The 9/11 Commission recommended that: “Homeland security assistance should be based strictly on an assessment of risks and vulnerabilities.”



The House-Senate conference committee on the USA PATRIOT Act reauthorization is currently considering whether to include Section 128 of the House-passed version, which addresses this recommendation, in the final conference report.



The attached letter—sent on October 31, 2005 from Thomas H. Kean and Lee H. Hamilton, former Chair and Vice Chair of the 9/11 Commission, to House Homeland Security Committee Chairman Peter King—expresses the Commissioners’ views on this important issue.
