The Legacy of Shame at Ground Zero: Where are our Loved Ones?

9/11 Parents & Families of Firefighters & WTC Victims, The Skyscraper Safety Campaign (SSC) & Where To Turn call for an end to the continuing disregard for the wishes of the families and the gross incompetence that reigns over the search for human remains at Ground Zero. The July 3rd disclosure by the City that the search area again needs to be expanded and that human remains may continue to be found for the "foreseeable future" confirms what the family organizations have affirmed for years - that the continuing non-transparent and unprofessional actions of the City of NY & the Office of the City Medical Examiner in the search for human remains is prolonging the agony for many of the families who lost loved ones on 9/11. Over 1,100 individuals who were lost on Septermber 11th, 2001 have never been found and are surely scattered all around GZ as well as in the Fresh Kills garbage dump. This is a direct result of the rush to "clean up " GZ nearly six years ago, and the disorganized and haphazard approach that ensued in the months that followed. This is the legacy of shame and heartache that the families of the missing must endure to this day.

9/11 Parents & Families of Firefighters, The SSC & Where To Turn demand the following actions::

The Joint POW/MIA Accounting Command (JPAC) be brought in to oversee the human remains recovery. In recent months, the members of CB# 1 which includes GZ, voted to support enlisting JPAC to make a definitive search and retrieval of all the human remains at GZ. The JPAC will not play a game of "hit or miss" or "accidental findings" in their professional efforts - they can develop a comprehensive plan and protocols, including a detailed site analysis to identify all locations that likely contain human remains. Family groups have repeatedly asked the City for these documents - all that has been offered is the October 27th, 2006 "report" prepared by a Department of Design & Construction architect and a Lower Manhattan Construction Command Center bureaucrat, two individuals with no forensic anthropology & human remains experience.

The areas surrounding the 1/9 subway line as well as Liberty Street (between West and Greenwich) must be searched. The family groups have specifically asked for the 1/9 subway area to be searched and the request has been ignored. In addition, material from the 1/9 subway area continues to be depleted & removed and it is probable that this area with its potential of human remains will disappear without being searched at all.

The City accept the presence of a volunteer representative who searched at the site during the nine months of the rushed, initial "clean-up" and who has offered his assistance. This representative can suggest areas to be searched and observe the construction taking place, as well as serve to keep the families continually informed.

The City end its use of the term "vaporized" when referring to missing victims. This reference has been used by a representative of the OCME to explain why so many victims have not been found. This is an outrageous and unscientific concept promulgated by the OCME's representative - if this statement were true, then no victims from the planes (at the very heart of the impact and fire) would ever have been found. Recently, an identification was made of an individual who was on Flight 11 which crashed into the North Tower thus dispelling the convenient "vaporization myth.".

The new identification of victims and their locations should remain public information as has been the protocol and policy for the past 5 1/2 yrs. The City's new policy of secrecy makes it virtually impossible for families to understand who has been found and where the person was located in relation to their own missing loved ones. This secrecy camouflages history & provides an inaccurate and incomplete understanding of what happened to 2, 749 people on on 9/11/01.

The bad decisions that were made immediately after 9/11 regarding the reclamation of human remains has come back to haunt and devastate the families of the victims six years later. It is time for a trained professional organization like JPAC which specializes in the search and reclamation of human remains to assist the City to find our loved ones, once and for all. It is time to end the suffering of the families. It is time to end the Legacy of Shame at Ground Zero.
