Bipartisan Group: Single Standard Needed for All US Interrogators



Former National Security Officials Publish Statement in Roll Call



The Partnership for a Secure America (PSA), a bipartisan group of leading national security experts, published a full page ad today in a special edition of Roll Call. The ad condemns "cruel, inhuman and degrading treatment" of detainees, and supports application of the Army Field Manual's rules for interrogation to the entire US government.



Former Congressman Lee Hamilton (D-IN), Co-Chair of PSA, and former Governor Thomas Kean (D-NJ), who chaired the 9/11 Commission, signed the statement along with sixteen others, including former Secretaries of State, National Security Advisors, Senators, and Ambassadors.



Beneath a stark, black-and-white image of a book spotlighted on a table, the ad states: "The book on interrogation has been written. We just need to follow it." "It is crucial that we reaffirm America's status as a champion of human rights and the rule of law," said Hamilton, "Doing so will enhance our ability to cooperate with our international partners on other aspects of counterterrorism strategy."



Kean added, "Reports of cruel treatment of prisoners have damaged our reputation and led others to question America's commitment to human rights. Democrats and Republicans must speak with one voice in order to regain moral leadership in the world."



Last month, PSA issued the "Secure America Challenge," a bipartisan foreign policy and national security agenda aimed at the 2008 presidential candidates. That project kicked off with a 30-second TV spot on preventing nuclear terrorism which aired on major TV networks Super Bowl Sunday through Super Tuesday.

The book on interrogation has been written. We just need to follow it.



Cruel, inhuman and degrading treatment of prisoners under American control makes us less safe, violates our nation's values, and damages America's reputation in the world.

That is why in 2004 the bipartisan 9/11 Commission called for humane treatment of those captured by the US government and our allies in the struggle against terrorism.

Congress and the Pentagon responded with clear and comprehensive new rules for the military, so that interrogation techniques practiced by the military today are both humane and effective.

But not all US government agencies are following these rules.

Congress should require the entire US government and those acting on its behalf to follow the Army Field Manual on Human Intelligence Collector Operations. Doing so will make us safer, while safeguarding our cherished values and our vital national interests.
