Statement of Opposition of FDNY Staff Cuts


On December 1st 2009, the New York City Fire Department announced that it would cut staffing from 49 of its fire engines, reducing units from having five men to having only four. In 1987, Deputy Chief Vincent Dunn conducted a study that showed that a reduction by 20 percent in engine staffing would increase the hose stretch time approximately 50 to 75 percent. One would note significant variables within this study if it was to be conducted today, such as lighter equipment in 1978 and the fact that the study was conducted using young firefighters in good physical condition. It is sufficient to say that given present conditions, the increase in time for a four-man engine to stretch a hose could be 75-100% more than that of a five-man engine.
The study conducted by Chief Dunn can be found attached.

Along with the economic downturn and the new faulty 911 system, this reduction in staff is nothing less than a recipe for the perfect storm. Unready New York stands firm and adamantly opposes any staff cuts to engine companies.
