The New York City Economic Development Corporation (NYCEDC) and the New York City Department of Parks and Recreation (NYC Parks), in partnership with the NYC Mayor’s Office of Long-Term Planning & Sustainability (OLTPS), seek responses to this Request for Expressions of Interest (RFEI) to enhance and re-invigorate the public beachfronts and open spaces on the East and South Shores of Staten Island.

Staten Island’s miles of continuous public beachfront comprise one of the borough’s greatest natural and recreational assets and attract two to three million annual visitors to its many beaches, adjacent parks and fields, and open spaces offering swimming, fishing, boating, picnicking, boardwalks, promenades, bike lanes and other active and passive recreational opportunities. In addition to being essential recreational and quality of life assets, these public areas are important economic engines for the entire borough and especially for the communities impacted by Hurricane Sandy.

In 2012, Hurricane Sandy devastated the shorefront and affected the economies of nearby commercial corridors and communities. The RFEI, which advances one of the community resiliency initiatives from the City’s Special Initiative for Rebuilding and Resiliency (“SIRR”) plan: “A Stronger, More Resilient New York”, encourages innovative ideas for new programming, amenities, events, services, open space improvements, and/or development for the public beaches, adjacent parks and fields, and open spaces. The RFEI targets eight locations to leverage existing assets and generate new uses that will appeal to locals and visitors and stimulate economic recovery for the surrounding residential and business communities.

Submissions for early summer 2014 activations are strongly encouraged, as are concepts focused on a more enduring or comprehensive vision for the area. Proposals may consider one or more locations, for temporary, seasonal, and/or permanent activations.

Responses may be submitted beginning Friday, December 20, 2013 and ARE DUE NO LATER THAN 4:00 p.m. on Tuesday, January 21, 2014. Respondents proposing ideas for activation beginning in summer 2014 are strongly encouraged to submit as soon as possible after December 20, 2013.

Respondents may submit questions and/or request clarifications from NYCEDC no later than 5:00pm on January 10, 2014. Questions regarding the subject matter of this RFEI should be directed to SI-Beachfront-RFEI@nycedc.com. For all questions that do not pertain to the subject matter of this RFEI, please contact NYCEDC’s Contracts Hotline at (212) 312-3969. Answers to all questions will be posted by January 14, 2014, on this page.
Submission Requirements
Detailed submission guidelines and requirements are outlined in this RFEI, available as of November 22, 2013. In addition to being able to download the document above, the RFEI is available for in-person pick-up between 9:30 a.m. and 4:30 p.m., Monday through Friday, from NYCEDC, 110 William Street, 4th floor Mailroom Bid Desk, New York, NY (between Fulton & John streets). Responses are due no later than January 21, 2014. Please submit Six (6) COPIES of your proposal to:
